Sorry for this delayed response, here is what I think: I have not worked with a Route Server, but if all you want are text-directions, it would be better to NOT go through the trouble of embedding your maps within XHTML- simply query a standard Route Server from outside.

Keep in mind that a small screen-size coupled with a restricted keyboard makes navigation very frustrating on a WAP-device, W or W/O graphics. Given these limitations, and to tie this in with the earlier question about future directions: A WAP-compatible mapserver that can receive, interpret and give voice-commands may lie ahead. Not sure how the growth of VoIP could feed into this, but there are desktop tools that let you convert text to audio. If similar tools can be made to work remotely on WAP-devices, that may be even better.

There already are service providers in the US that offer text-directions for cellphones, and there are GPS-embedded cellphones too. From the industry grapevine, Japan seems to be leading the way in these technologies, with services like 'Buddy Alert'- you get an alert on your cellphone when someone on your buddy-list steps into your vicinity ["Hey! Got to know you were shopping in the same mall, let's have coffee"].

:: FYI: Last year, I was surprised to be able to view a MapServer application on the Samsung browser of my WAP device. Although, my attempts to view other MapServer applications resulted in Content/Browser Errors [#607/#902]. But when MapServer did work, I was able to enjoy basic functionality- zoom etc. I have not had the same success with any ArcIMS application.

Overall, I did not feel it to be very useful given the small screen-size [+/_1.25"x1.75"]. I also tried using static maps [WBMPs] for personal use, but they were not very useful either. So I suggest that you make sure you would be satisfied with the usefulness of inch-long maps before you invest time into making them, and then take a look at MapServer.
