There's some free data at UNEP GRID:
http://www.grid.unep.ch/data/data.php?category=human_related
Check the dataset called ADMINISTRATIVE REGIONS/BOUNDARIES OF EUROPE.
It seems pretty nice, allthough it's missing some East European
countries like Estonia.
Of course, if you only need a list of country and region names, this
dataset might not be very helpful.
