Hi,
For EU countries, there is a scheme of administrative units called NUTS (Nomenclature of territorial units for statistics). There is a description here:

if you search around the web you can probably find a listing somewhere.
Eurogeographics sells/licenses administrative boundary data in the form of a product called SABE (Seamless Administrative Boundaries of Europe):

Also try the SALB (Second Administrative Level Boundaries) site at the UN WHO office. It has a list of codes for administrative levels (I'm not sure if it's complete for Europe) for free, along with data where available:

The following is probably less useful than the above links for your purposes, but we have a list of the administrative boundary data that we have collected for our global population database, the link to Europe is at:
