The commandline program "gdaltindex" in the FWTools distribution will do this. It is intended for creating a shapefile as a "tile index" for a bunch of GeoTIFF files or other files. For each supported raster file on the commandline, it wll add a record to a shapefile with the geometry being a polygon footprint (really the bounding box I think) and the attribute being the filename.
You would use it something like: gdaltindex doq_index.shp doq/*.tif
The FWTools suite can be found at the following page, and includes binaries for Linux and Windows.
