I think that I just ran across that problem myself.

If you go into the properties of the data frame and make sure that the
extent is automatic and not fixed scale or fixed extent, it should
activate your zoom tools again

You all helped me so good with my scaling problem in ArcGIS9.
Now, I have a situation that just came up and I am confused, again.
All of a sudden, some of the buttons on the tollbar "Tools" have 'greyed
out' and I cannot get them back on. I can create a new map and copy the
layers over okay, but would rather solve the problem of the 'greyed'
layers. Not all of the buttons are greyed, just "ZOOM IN, ZOOM OUT,
FIXED ZOOM IN, FIXED ZOOM OUT and FULL EXTENTS." The rest are okay.
Any ideas out there?
