Hello Cori,=20
A "new layer" as in a shapefile? Coverage? Geodatabase Feature Class? = You would create all of these in ArcCatalog by right clicking on the = folder or subfolder that you want the new data layer to reside and = selecting "new...". From here you can then choose the specific type of = data format that you want and choose it's projection and what-not. I = hope that this is helpful.
