Here is what it says in ArcView Help.

To set an analysis mask for a view
1 From the Analysis menu, choose Properties.
2 From the Analysis Mask dropdown list, choose a grid theme as the
mask or choose No Mask Set. Press OK.

A mask allows processing to occur only for specified cells within the
analysis extent. The mask grid theme should contain No Data for those
areas where processing should not occur and any value for the cells to
be processed. You can convert feature themes to grid themes with Convert
to Grid in the Theme menu so that they can be used as masks. Make sure
that areas you want masked out have No Data values. You can use Map
Query in the Analysis menu to create mask grid themes. Since areas in
the output grid theme that don't meet the query specified are given a
value of 0 you must convert them to No Data. You can use Reclassify in
the Analysis menu to change cell values to No Data.

If you wish to process all cells within the analysis extent, choose No
Mask Set. No Mask Set is the default analysis mask setting.
