The following procedure should work to open a PGDB created with ArcGIS 9 in ArcGIS 8.3:
- Change the contents of the table GDB_ReleaseInfo from: Major: 2, Minor: 0, bugfix: 1 to: Major: 1, Minor: 3, Bugfix: 0
- Delete the tables GDB_toolboxes and GDB_RasterCatalogs.
You can now open the PGDB with ArcGIS 8.3.
