Ryan, Shapefiles do not support annotation feature classes. If you are forced to use shapefiles, you will have to use labeling. If you can move away from shapefiles then you have many options including: Geodatabase annotation, Coverage annotation and CAD annotation.

Hello All,
I was wondering if anyone know of a script or the process to convert text into a shapefile? My end product has to be a shapefile, labels will not do. I have a tool that will convert Graphics to Features, but it does not work on text. Any ideas or thoughts?
