Check out http://geocoder.us for an open source geocoder written in Perl. Then you might take a look at JUMP (Java Unified Mapping Platform) at http://www.vividsolutions.com/jump/, which looks like an interesting Java-based, open source GUI software supplying lots of spatial and GIS functions.
