Here is a link to a thorough document on the topic: http://www.geosmart.gov.on.ca/spectrasites/internet/geosmart/media/documents/GIS_mark.pdf You should also consult Tomlinson's work "Thinking about GIS" for a thorough treatment of the subject, as well as cost/benefit analysis. There is an ESRI virtual campus course put together by Tomlinson as well. Hugh Calkins also contributed a lot to this area (as did many others). A popular resource is always the development guide put together for NY State, you can order one at: http://www.nysarchives.org/a/nysaservices/ns_mgr_active_gisguides_participant.shtml

Hi all
thank you for your responses , what really I'm looking for is documentation about how to establish a GIS unit , what are the main requirements , benefit/ cost analysis , and any related document to this topic , if there is real life example it will be great .. Template will help also.
