Assuming that you have an ArcInfo license, you would want to open the annotation layer in ArcInfo, select all and first change annofit to off (ie. $fit = off). This will ensure that your annotation spacing doesn't get all messed up when you change the size. Now, select all and change then annosize to zero (ie. $size = 0). Save your edits with a new name (to be safe) and you should now be able to add this annotation to ArcMap and size it and color it using the properties window.

Hi Listers,
I have a label annotation layer, in which the size was apparently set in ArcInfo, as I can't modify it. Does anyone know of a tool or trick that would allow me to enlarge this annotation layer?
