Dear Dr. McPherson:
I am also interested in buying the kinds of layers you are referring to for various cities in the US and abroad. Th only companies I have found that provide this kind of product are I3.com and planet 9 Studios. But their prices are so high ($20k-$75k) that we are exploring building our own city building software.
Please let me know if you find anything more reasonable than we have.

We are doing some urban analysis of these two cities and got some budget to buy these data. It should incluse all the layers like, roads, buildings, parks, open, etc etc.
