If you have a lot of highly customized GIS stuff, you must have some
people capable of doing the customizing. These people are also capable
of learning new stuff on their own. Look at systems that are Open and
Free, and international. There is nothing, IMHO about the GIS aspect
of a utility that is uniquely <fill in your nation here>. The Law must
be obeyed, of course, so if your sovern insists on only licensed
software, see if you can arrange for a member of the ruling family
to be granted a local monopoly on the software you wish to use. But
make sure, as best you can, that the sleaze does not limit your peoples'
access to good advice from the open software community.
