Not that I am aware of because ArcView 3.x used Avenue as it's
development language. Avenue is unique to ArcView. ArcGIS uses Visual
Basic as it's primary development language and does not understand
Avenue. Many extensions that were originally developed for ArcView 3.x
have been rewritten for ArcGIS. I would suggest going to ESRI's support
page and do a search to see if the extensions you need have been
rewritten for ArcGIS.

I should add that all the ESRI developed extensions such as 3d Analyst,
Spatial Analyst and Network Analyst have all be rewritten to work with
ArcGIS. It is possible to upgrade an ArcView 3.x license to an ArcGIS
license for those extensions.
