Does "Google Maps" fit the bill? F'rinstance, a map of St. John's, Newfoundland is at http://maps.google.com/maps?ll=47.611572,-52.745313&spn=0.124268,0.222428&hl=en To boot, there's a satellite image view: http://maps.google.com/maps?ll=47.611572,-52.745313&spn=0.174751,0.241356&hl=en&t=k
The "ll" parameter is clearly decimal degrees: "spn" is probably "span" -- some measure of area covered. Maybe you could write a little cgi script.
