Does "Google Maps" fit the bill? F'rinstance, a map of St. John's,
Newfoundland is at

To boot, there's a satellite image view:

The "ll" parameter is clearly decimal degrees: "spn" is probably "span"
-- some measure of area covered. Maybe you could write a little cgi script.
