Having come from one of those short 1 year intense programs myself (the
same one, COGS in Nova Scotia), as well as a 4 year GIS degree program
(Carleton University) I would recommend the longer programs such as a
degree program. Nothing against the schools that offer short intense
programs, but not enough time can be spent on theory and problem
solving, and more time is spent on 'how to do this or that'. They are
regarded highly, the certificate programs in Canada (which is why i also
did one), but personally if i had to choose an applicant from a 1 year
GIS graduate and a 4 year GIS graduate i would not hesitate to go with
the degree graduate.
