May I suggest that you have a long road ahead of you. Whoever made the
decision to purchase the software and dump it on someone else to figure out
is one of the three: an elected official, a moron, or someone who has their
own agenda to make you look stupid.

GIS software requires some level of training. I would suggest you begin at
the ESRI website and go from there. Perhaps there are adjacent
counties/municipalities who are utilizing the software and would help you
out. I believe that there is a very strong GIS component within Washington
state, if I'm reading your email address correctly. Good luck,
