Rod, The County will end up wasting a lot of time and money if it does not develop some sort of implementation plan and provide training to those that will be using the software. I have seen this happen in many places before where Counties have in some cases spent hundreds of thousands of dollars trying to develop a GIS the "Cheap Way" only to finally realize they were chasing their tail.
I strongly urge you to take at least the Introduction to ArcGIS I Class at the very least. It will give you a base understanding of what the software you have can do and which application (ArcMap & ArcCatalog) to use for what purpose. This class only costs about $850.00 from ESRI. Some ESRI Business Partners and Authorized training centers also offer it and usually at a lower cost. If you are planning to edit data then you might also want to attend the Introduction to ArcGIS II Class. This class covers some of the advanced editing capabilities of ArcGIS including topologies and attribute validations. It also covers labeling and annotation, using and converting CAD data and georeferencing. All skills you will need if you are creating a GIS from scratch.
I also recommend you work with someone with GIS experience to develop an implementation plan. This could be an external consultant or another government agency. I know here in Georgia we have Regional Development Centers that provide assistance to Counties in developing GIS. I imagine you have something similar in your area. If that doesn't work, try joining a local GIS users group. This will allow you to meet other GIS professionals in your area. Most of these groups hold educational workshops that are not to costly.

Help. I am lost. Our small co. has just installed Arc GIS Arc Map and Arc Catalog. I have been given the task of making it work. I could certainly use some friendly advice. Like were to start. Or anything else, How do other counties use this. I do know that I need a base map. But I don't know where to get it. The County is reluctant to spend the money on Allot of training so I am on my own here. Any information would help.
