Bill,
Most of the public participation web GIS projects I've heard of usually involve planning & zoning.
I did hear about these projects at the Open Source GIS conference in Minneapolis a couple weeks ago.

All of this is pretty intriguing, but I really haven't had the time to do more than take a quick look at these websites and bookmark them.
