The first place to start is to get a book (with cd) called "Getting to Know ArcGIS Desktop" It is available from ESRI press, but you can find it for less elsewhere. Then I would suggest enrolling in a couple of on-line classes that ESRI offers such as an introductory class of some sort. Do you know anything about GIS at all? This is an important consideration. I took a GIS certificate course through our local community college which was a great introduction to the basics and have worked in the field since 1997
