Your biggest challenge would be to design a system which would provide coverage over the entire area. Hiker Equipment considerations: Must be low weight, low volume. Must have battery capacity for more than 24 hours. Must be water proof.
Garmin (http://www.garmin.com/products/rino130/) has a combination radio and GPS that may be adapted to this use. However there are several problems and limitations. Battery life is 14-15 hours maximum, depending on usage. Positions are sent by pressing a button on the radio, though the Rino130 has a polling function according to the web site.
Range is limited to ~ 2 miles or so in flat terrain. Could be less in hilly terrain or in urban canyons.
The next problem is getting the data from a radio to a PC. I do recall a hack being devised, but don't recall the details. I can get the info if needed.
You may need several radio / PC's along the route to capture ID and location. The PC's may need to be networked wirlessly to allow progress data to be sent to the central collection point for further processing. HTH, Bill
