Hello Fellow GIS'ers

Recently one of my coworkers asked me a question on which I could use some
help. Do you know of any people, organizations, or active projects
addressing
development of moderately priced airborne video systems to track moving
objects such as vehicles, persons, animals, etc.? Various law enforcement
and
security groups are interested in this kind of technology to supplant hot
pursuit on the ground. The systems that are available now are very costly.
Price
is the reason for this inquiry.

The airborne system of choice should be able to recognize and track moving
objects, recovering them when they become momentarily obscured by
intervening
objects. It should be able to compute GPS coordinates of the target
objects,
and transmit this information to ground units. A major interest of my
associate is accurate recognition of features via smart software that can
keep a
lock on an object as it changes direction, position, reflectance, etc.

Also, I have no idea what might be ongoing in Europe in this arena.

If such systems exist or are under development we would like to know. If
there are any questions or issues that need clarification, please let me
know.
