Thanks to everyone who responded to my question about where to find tax districts, school districts, ward boundaries and drainage districts for Louisianna in either MapInfo of Shape file format.
Most people mentioned these resources:
http://atlas.lsu.edu/ http://lagic.lsu.edu/
Also mentioned was: www.geographynetwork.com
And Glenn Letham mentioned his site (which has quite a good collection of GIS data sites) at http://www.gisuser.com/content/section/10/41/.
But none of these had what I wanted. However, Joshua Kent of LAGIC reminded me that school districts and ward (voting) boundaries are available from the TIGER files. He also said that tax and drainage districts were going to be difficult to get. There's no state-wide digital source for them. However, Jon Gramm thought that maybe ACE (Army Corps of Engineers) or NOAA might have info on the drainage districts. He also suggested Tobin as a possible commercial source.
So I've still got some more digging to do!
