This was recently discussed on the ArcView 3.x ESRI user forum, with an extension available at http://forums.esri.com/Thread.asp?c=3&f=38&t=163318&mc=3#479013 . Also attached to that posting is a brief downloadable report providing an efficient, general approach for solving this kind of problem (in any vector GIS) even when there are topological inconsistencies and digitizing errors. This may be of interest to all GISList readers, not just users of AV 3.x.
The extension produces a table of the neighbor relation and it reports the length of the shared borders. It does not distinguish between included and surrounding neighbors: that's really a separate analysis, which of course will be facilitated by having a table of the neighbors.
As always, the ArcView-centric mailing lists and Web pages are the best places to start with inquiries like this.
