Some time ago there was a discussion on formal mapping standards. For
those still interested here are some:

This is an "EEA Guide to Geographical Data and Maps" version 1.3 issued
by European Environment Agency (EEA) and European Environment
Information and Observation Network (EIONET). Release date: June 2005.
Includes EEA recommendations on coordinate reference systems, data
formats, map production and statistical reference grids.
Also note that a new Baltic GIS portal was launched at
http://server.ekoi.lt/gis/.
