Hello Artur:

there are a couple of very comprehensive books on Disaster Management available from ESRI Publishing. If you go to their online bookstore you will find them. Use "Disaster Response" as the search string in the search box at the top of the window on the Bookstore page.

The books you may want to order are:

"Disaster Response" by Gary Amdahl: and
Confronting Catastrophe - a GIS Handbook" by R.W. Greene.

These will probably provide a good starting point for your investigation.
