During the production of the NHD data, there were a set of DEM editing tools created, but I am not sure if they were ever released past beta. The tool could be used in areas where the delineated streams were not consistent with blue-line streams, especially in areas with highway road banks (where "true" flow is routed through a culvert under the road). The tools allowed modification of the DEM surface so that the derived streams were close to mapped sources, in areas where flow would otherwise be in error (flowing along the roadbank rather than under it). I guess this tool was much more efficient than manually editing a high resolution DEM in many areas to correct for proper flow. I believe the tools were ArcGIS 8.x based.
Does anyone know where I could find the tools, or something to accomplish the same goal?
