Can't speak about ArcSDE as I haven't used it. You might check out =

PostgreSQL/PostGIS as a noncommercial DB option. It can certainly =

handle the geometry types and input mechanism you mention. We have used =

PHP to create web forms for data input and retrieval or perl to automate =

such input and retrieval. I believe PostgreSQL/PostGIS can also export =

data to more conventional, static formats (shapefiles). Homespun =

architecture, but extremely flexible...

We use this architecture as the backend for a MapServer instance serving =

a robust datastream of regional coastal ocean observations in near =

real-time. Happy to share our development documentation if you are =

interested...
