Brock Anderson from Refractions Research presented an ArcIMS vs
MapServer comparison at the last Open Source Geospatial conference
(http://ms.gis.umn.edu/community/conferences/MUM3/present/session10/msvsarcims).
You might find the performance findings interesting.
