I am not a developer, but I know some very smart ones.
I have been told that many of the commercial web map server products on the market have MapServer at the core since MapServer is Open Source.
Is there anyone out there supporting MapServer for developers like RedHat does for Linux? A quick note about a key functionality difference. MapServer has the ability to cascade OGC web services and I don't believe ArcIMS does (correct me if I'm wrong here folks). Our instance of MapServer is both a client of WMS feeds from a host of different sources and a server of these data along with our own project data. This really improves our ability to explore the context of our own work without grabbing and re-presenting all of that ancillary data.
ArcIMS is definitely easier "out of the box", but perhaps less flexible in the long term. I have installed and configured both as a non-programmer (initially!) and found both manageable. With my background, tinkering under the hood was not really an option with ArcIMS, but was relatively easier with MapServer (+ Chameleon).
