A quick (quite biased) view, if you're looking for something between the ease of ArcIMS and the power and flexibility of MapServer, in a convenient and easy to use package, you may check out GeoServer - http://geoserver.org It is fully complaint to WMS and WFS by default, and comes with a built-in MapBuilder (a great ajax based client library), a web admin tool so you never have to touch config files, and a windows installer. Go for the 1.3 version, it should go 1.3.0 and completely stable quite soon.
