Two folks replied suggesting an ArcInfo tool for converting lines to
polygons. However, contours often continue to the extent of the input
dataset and end there, and this tool does not convert non-closed lines
to polygons. As noted, it doesn't attribute either. This tool does
solve the somewhat tricky donut problem so a person could

1 - contour the surface
2 - add a bounding box line at the extent of the surface
3 - use ArcInfo tools to create polygon topology from the lines (Create
Features doesn't seem to be the correct tool, but CLEAN would work)
4 - query the surface at point(s) inside each polygon and attribute the
polygon based on the results of the query and information sent to the
contouring algorithm

I suppose this process would work, but it requires an ArcInfo license
(for CLEAN) and isn't very elegant. Other ideas?
