Opinions vary, but on busy lists the custom is to respond directly to the person posting the question, and they edit the responses and repost a summary with the keyword "SUM:" or "SUMMARY:" in the subject. That provides an easily referenced nugget of information that goes into the list's archives that future readers can search before asking a similar question.
Of course, there are exceptions. You should respond to the whole list instead of the person if your message broadens or narrows the topic or if you want to move the subject tangentially into a new thread. But when you get right down to it, there are no rules: just guidelines intended to keep the signal to noise ratio as high as possible. If you ask anything beyond a trivial question and you get private replies, you really should post a summary. Even if you get public replies, you ought to post an *edited* summary so that the next person with the same question need only read your summary to get their answer. Those who don't follow the netiquette guidelines will eventually find that their questions go unanswered, so the tradition is sort of self-annealing. Help the list, and it helps you. Become a parasite, and you'll be ignored.
