If they have world files, then you just add them like any other layer.
If not then use the georeferencing toolbar to position them.

I am using Armap9.1 . I would like to import aerial photos and use them
as backgrounds behind my streets shape file, so I can digitize some
buildings outlines. Does anyone know how I can do that?
