For DEMs the place to start almost anywhere on earth is the SRTM data.
The Seamless server: http://seamless.usgs.gov/
has 3 arc-second DEMs for Viet Nam: I just downloaded a chunk and it looks fine.

but it's 2-arc-minute resolution.
