Yes Orthorectification means that an image is corrected in a 3D (X,Y,
and Z)environment. Otherwise it is a Plane Rectification which is only
2D (X and Y). The quality of the rectification will depend on many
factors though including the scale control used, experience of person
conducting the rectification, number of control points used, and others.
In relatively flat terrain, I have seen Plane rectified aerials be as
accurate as orthos created using the USGS DEMs.

I have a doubt and some help would be greatly appreciated. If an image
is ortho-rectified in mountainous terrain, can I assume that they are
terrain corrected? Does ortho-rectification include terrain correction?
I would really appreciate your comments, ideas and some readings to
clarify my doubt.
