You can use the free gdalwarp utility to oversample an image. It offers nearest neighbour, bilinear and bicubic resampling kernels. It is part of the GDAL package, but is possibly most easily used from the FWTools suite.

An example of resampling a satellite image to a 2m pixel size with a bilinear resampling kernel might look like:
gdalwarp -tr 2 2 -rb in.tif out.tif
Gdalwarp can also reproject and mosaic images.

By the way, you didn't indicate if/when IDRISI and Best Software's offerings might be inadequate to your needs. Without knowing that it may be hard for people to suggest better options.
