I think you can safely delete anything in that directory (or in any other
directory named ... emp)

Windows and most application installation programs leave a lot of temporary
junk files around. Open up a command window and type the following commands
and you will be surprised how many "temporary" files are scattered throughout
your system :

c:
cd
del *.tmp /s

There are also some freeware programs that will delete garbage files programs,
for example CCLEANER (C = CRAP).
