This could be helpful for you

"To use a digitizing tablet with ArcMap, it must have WinTab-compliant
digitizer driver software. To find out if a WinTab-compliant driver is
available for your digitizer, see the documentation that came with the
tablet or contact the manufacturer.
If you installed ArcGIS before installing your digitizer, the Digitizer tab
may not appear in the Editing Options dialog box. To add the tab, you must
register the digitizer.dll file.
One way to register the DLL is to start the DOS Command prompt (usually
accessed by clicking Start and pointing to Programs, then Accessories). In
the Command prompt, type "cd" and a space, followed by the path to the
directory where you installed ArcGIS. For example, to register
digitizer.dllwhen ArcGIS is installed in the default directory, type
"cd C:Program
FilesArcGISBin" and press Enter. Then, type "regsvr32 digitizer.dll" and
press the Enter key. If the registration was successful, the Editing Options
dialog box will have the Digitizer tab when you restart ArcMap.
Another method of registering digitizer.dll is by double-clicking the
esriRegSvr32.exe program in the ArcGISBin folder, then choosing to register
the individual digitizer.dll file."
