I'm not sure if this is an option for you, but if you are using ArcGIS, you
can go into the map properties of the file menu - data source options -
store relative path names. You would have to have all data (shapefiles and
project) in the same folder and mapped to that folder. After that, you
should be able to just zip all files up together to send off. Hope this
helps.
