Hilary: If you are using ArcView 8x or above there is a way that I have used successfully.
In ArcCatalog, right-click on the folder that contains the shapefiles with which you want to work, and select New > Personal GeoDatabase, and give the new GeoDatabase a name. Then right-click on the new GeoDatabase and select Import > Feature Class (multiple)... In the dialog box that appears, click on the Browse button beside Input Features box, navigate (if needed) to the folder containing the shapefiles and select them (you can use the Windows shift/Ctrl keys to multiple select), and then click Add. The list of shapefiles will appear in the dialog box. Then click on the Output Geodatabase browse button and highlight the Geodatabase that you created, and click Add. Lastly, in the main dialog box click OK, and you will se that the shapefiles are added to the GeoDatabase (the adding process may take a few minutes depending on the number and complexity of the shapefiles). Then exit ArcCatalkog as you don't want the Geodatabase open in any application for the next step.
You need to have WinZip installed for the next part. In My Computer or Windows Explorer (NOT Internet Explorer), navigate to the folder that contains the new GeoDatabase, and right click on it and add the GeoDatabse to a new zip file (or you can open WinZip and create a new zip file and then add the GeoDatabase to it). I have found that WinZip does a pretty good job of compressing the data with a typical 75% compression - i.e. a 42mbyte GeoDatabase is compressed to about a 10.5mbyte size. The zip file can then sent to whomever needs it.
