Eric,
As long as you can get by with an "as the crow flies" distance, Jeff Jenness
has a great script called Nearest Features that you can make do what you want.

I am a GIS teacher at Alexander Central High School. Our class uses ArcView
3.2, and we are trying to find the best way to the find distance from a point
shapefile (2,400 clients) to another point shapefile (A Hair Salon). We want
the calculated distance in miles to be joined as a distance field to the client
dfb. Could someone suggest an extension to use? We do not have Spatial
Analyst, and due to the expense it is not an option for us.
