Perhaps the compromise is to establish access to datasets as enterprise =
activities with a fee for service to cover storage and distribution costs. =
Collection and edit costs to be paid by government or business as part of = their =
assigned duties. Road survey, public works, school districts, power =
distribution, etc. =
Larger users, title companies, engineering firms, etc. would have chargeab= le =
accounts. Small users would be allowed limited access. Three or four theme= s =
over ten square miles. These datasets would supplement Google Earth, Delor= me, =
Streets and Trips. =

The importance of OMB Circular A-16 to avoid duplication of collection and =
storage costs would be more apparent. Return on investment in data collecti= on =
could be established by the activity controlling the dataset or by the =
political entity sponsoring the effort. =
The payments could be "in-kind". For instance, delivery companies could =
provide origin/destination studies that could be used by transportation pl= anners. =
Insurance companies, fire departments, ambulance services could establish =
response times instead of mileage for emergency vehicles.
