storage costs would be more apparent. Return on investment in data collecti=

political entity sponsoring the effort.

The payments could be "in-kind". For instance, delivery companies could =

provide origin/destination studies that could be used by transportation pl=
anners. =

Insurance companies, fire departments, ambulance services could establish =

response times instead of mileage for emergency vehicles.
