If you can do it on the server-side, then GeoServer (http://geoserver.org) has a pretty sofisticated validation engine that can do just the sorts of checks that you're looking for. Server side could make sense, and GeoServer will plug on top of ArcSDE or Oracle. The feature isn't well documented, but is quite powerful, with a plug-in architecture making it easy to add more validations (though most of the ones you're asking for already exist). And actually, if it had to be desktop uDig (http://udig.refractions.net), has integrated the same validation engine that GeoServer uses, in their 1.1 releases. Both are open source, so if there's functionality that you're needing it's easy to find a developer to add in the functionality. The scoring might be an additional functionality needed, as I think the checks are now binary. But a plug-in that takes other plug-ins and scores them could likely fit the bill perfectly.
