Rick,

I have had that problem in the past. However I used an extension that solved
my problem. the extension is called Projector! (prjctr.avx).

You can find the extension file in:
ESRIAV_GIS30ARCVIEWSamplesext

And copy it to:
ESRIAV_GIS30ARCVIEWEXT32

I have a set of points with UTM 14 coordinates. When I plot them in a view

other UTM 14 data, they align perfectly so I know the coordinates are OK.

I just tried to reproject them to decimal degrees with the ArcView
Projection
Utility in AV 3.3 but when I get to the final step and click Finish, I get
the
error message: An unknown error occurred while writing shapefile D:...

Does anyone have an idea what the "unknown error" could be? The error
message
is kind of useless.

I have used this process on shapefiles many times without a problem.

I have tried the process while saving a projection file with the original
data
as well as without, so that isn't the problem.

It doesn't make any sense.
