Dear List,
Thanks to those that replied. Please find below extracts from the responses I received. I've found that ArcPad runs on Mobile 5 but is designed to as an extension to ArcView 9 and, even though there is a developer environment, isn't really a developer tool.

***************** The ESRI technology to work with Windows mobile devices is ArcPad, for the users, and ArcPad Aplication Builder for the development. The last uses VB script or Java Script for the main development. Aditional DLLs that can work as extensions can be developed with other languages (C#, C++, etc).
The data format that work with ArcPad is Shapefile (with dbf tables). Also, several image formats can be used as geografic layers or as image files linked to the geographic data.

I've used ArcPad and the application builder quite a bit and have been very happy with it. Uses I've been involved with: public health surveys, rapid needs surveys and collecting well data.
I've found that ArcPad is pretty intuitive and clients can be up and productive quickly.

ArcPAD is ESRI's primary mobile solution. It will run on a PDA as well as a tablet or laptop. VB is the primary language for development, though I believe you can also use C++.
