This is just another example of full employment act legislation for
engineers and surveyors. The last blatant example was the so-called
'certified water rights examiner'. At one time, as a service to clients, I
would fill out the paperwork for a water right. I was a technician for the
SCS, now NRCS. The state of Oregon decided that the engineers and surveyors
were starving to death, and decreed that only licensed, registered with the
state surveyors and engineers could fill out the forms. When the act became
law, I had engineers calling to ask how to fill out the forms.....

Photogrammetric Licensing by Prior

Practice Applications for the state of

Oregon now available online.

Senate Bill 55 was passed by the Oregon State

Senate in 2005, to take effect on January 1, 2006. This

bill states that a person may not practice photogrammetric

mapping in Oregon unless they are registered

and possess a valid certificate (license) to practice engineering,

land surveying or photogrammetry issued

under ORS 672.002 and 672.325.

Photogrammetrists in the state of Oregon may

now apply for photogrammetric licensure by prior practice.

The deadline for submitting the prior practice application

is January 1, 2008. Beginning in January

2008 photogrammetrists applying for licenses in Oregon

will have to take the Fundamentals of Land Surveying

followed by a Professional Photogrammetry Examination

in order to become licensed.

The photogrammetry by prior practice application

can be downloaded from The Oregon State Board

of Examiners for Engineering and Land Surveying

(OSBEELS) website:

The minimum requirements for the prior practice

license are 8 years of experience as a practitioner

of photogrammetric mapping and 5 references.
