This can be accomplished in ArcInfo with a number of the tools
available for adding XY data to a table. Hawth's Analysis Tools
( http://www.spatialecology.com/htools/ ) has a menu command for
adding XY data but you will first need to reproject the file or
change your data frame coordinate system to add values as
Northing and Easting.
Another option is to use to use CorpsCon, which can be used to do
a batch conversion of your points.
