I think the gislist is great and enjoy being a member of it, learning from other people's questions, asking questions, and helping whenever possible. I find it easier to help sometimes when the questioner includes the software they are using or at least what he/she has available. I don't think it makes it a software specific question to list the resources available. I don't see the harm in asking the gislist, or the software specific forums the same question at the same time (I do it all the time). There are usually a minimum of two answers to every GIS question anyway. I guess I'm saying I don't see the need for separating these two. The forums and this list are both excellent resources for novices on up. I don't see a problem with pointing people in the direction of the forums either, it might save time on their next question. I think to brush people off and say "you should really ask your question else where" presents a bad image of this list that I'm apart of. I think this list should be as friendly as possible. It can be intimidating to new users (which we all were at one point) to ask a question that might be obvious to a more advanced user. I find some forums intimidating because of some of the curt condescending responses posted there from those more experienced users.
One advantage with the forums is that they are searchable. I would say 99% of the time you can probably find someone who's asked a similar question already and got an answer. The other advantage is you get to see the response. A lot of the times on this list responses go directly to the questioner. I'm guilty of this too, and I'm sure it keeps the list traffic minimal...And the traffic on this list is minimal. I think an average of 5 emails a day is not too much to filter through.
Anyway, personally I like to receive both the technical and theoritical questions.
